Stars are in win now mode, so having good players on ELCs will help them win now. It's similar to why they would pay more to have a team retain salary, to win now.
Bischel has 2 years left, as the cap goes up he can be signed. Also, he is young enough to be bridged. Bridge contracts are the way to go for elite teams. Stars can keep him and Bourque cheap for 3-5 years.

The Stars are over the cap right now. No matter what, they need to move cap out if they want to address either of their weaknesses (#1RD or #2LW) within this season. Moving out 1 year of Dumba cost them a 2nd. I doubt moving out Lyubushkin's 2 year contract will be much cheaper as every GM in the league knows the situation.
Also, with the guessing around Harley and Robertson's contracts I think their cap space for next year is already blown. Harley should be able to ask for more than LaCombe just got ($9M) and while I do not think Robertson should be able to ask for $17M, I can see him getting $12+M much more easily now.
They can try to acquire Andersson but if they are not going to offer the one thing that the Flames want (#1C) then they are certainly going to have to do better than spare parts out of their prospect pool. Bischel does seem like a good compromise considering their first round draft picks are not worth very much. Also, if Bertucci is any good then he can slot into Bischel's spot and is $100K cheaper.
