I'd personally recommend a Roku 4K instead of those consoles if the individual will not game with it. I doubt those consoles are going for around <$120 which is what the Roku ultra and stream sticks goes for. But yeah, if it's lying around, it doesn't cost extra.
Plus the thing I like the most about the Roku is being able to use the Roku app on the phone. People, especially kids lose remotes all the time. The phone or tablet as an easy back up/replacement is great.
