Any suggestions on a cheaper/not hard course that offers 9 holes and carts in or close to the city?
City courses are the best value, they can be hard to book, but the easy 9-hole courses are usually not a problem to get a spot when they open up for booking.

McCall Lake 9-hole Par 3 is the easiest of the bunch. You could even do it with just 3 clubs (iron, wedge, putter).

Lakeview is a little longer with some Par 4s. If you want to be able to us a driver (assuming your a beginning hitting your drive under 220 yards) than it's a better option. No sand and or water hazards, so it's a pretty easy course.

You can rent carts, but 90% of people just walk or push carts on those short courses.
