This is really what this comes down to. From a high level, it doesn't matter that your driver's license identifies you as a citizen, and basically makes no difference. It's just that you know that this is going to be used for other means, and be another hoop to jump through. You know how dealing with registries is already a delight? Well, now you also need to bring proof of citizenship for some things, and that's so efficient.
