Not defending violent behaviours or the people who commit crimes but often time it is boiled down to a belief in personal failings (they are evil) or a need for an increasingly policed state.
Look at the violent communities in the States as well as Canada and the demographics of those places. They are often very poor communities and people don't have the opportunities than many of us likely take for granted every day.
As for politics it is easier to have a belief in personal responsibility rather than societal failures, even if it is a lazy and expensive way to deal with the situations at hand.
