Isn’t this basically the premise of non-universal health care though? That people shouldn’t have to pay into medical care for other people that refuse to prevent some health issues?

Like in your example, why stop with vaccine refusal? How about things like smoking or obesity? Those are things that cause many many deaths with clearly defined science showing the links to health issues.
