Perhaps this time the answer is AI. Instead of giving the power to a single person who will do horrible things with it, you can give it to skynet.
At this point I think skynet would be a kinder leader than any of the conservative movement. You would just need to figure out how to secure the code to ensure it is not being corrupted by those same power hungry people that you are trying to replace with the AI.

The fact of the matter is, its not even about 'Power Hungry People.' You put anyone in charge in a scenario like that and even if they werent Iron Fisted Despots to begin with, they soon will be.
Its basic Milgram Stanford Prison Experiment stuff.
Once power has been acquired, regardless of how, its felt and earned and then deserved and then everything goes straight to Hell.
