Alberta/AESO does do this. The electricity price is actually updated every minute (pretty sure it's every minute) and then averaged over the hour. So there can be/is quite a difference in power price hour over hour.
For example today alone the price has been between $8/MWh to $40/MWh.

Oh man just for kicks I took a look, and yesterday the price went from $0-$639.

Also, quick edit. Yeah, you can sign up for a fixed rate, and pay the same no matter the demand, but that is through your retailer (ATCO, Enmax, etc). But the pool price, what you would get on a floating rate plan, does vary hour over hour.
