The thing is, you don't even need to upgrade. There are options out there for chargers that will let you charge at off-hours and monitor your usage to make sure that you don't go over the capacity. Emporia, for example, has a system where you can have 100a service, but still have a 40a breaker for the charger because it will monitor your usage to make sure that you never exceed what is there. You can also set the charger so you only charge overnight when there is no power draw. I personally don't think that level one is enough, but level two is completely fine.

On a tangent, I have no idea why we aren't changing the electricity rate for peak/off-peak hours, but we all know this will mean a higher rate for peak hours and not a reduction for off-peak!

Alberta/AESO does do this. The electricity price is actually updated every minute (pretty sure it's every minute) and then averaged over the hour. So there can be/is quite a difference in power price hour over hour.
For example today alone the price has been between $8/MWh to $40/MWh.

Oh man just for kicks I took a look, and yesterday the price went from $0-$639.

Also, quick edit. Yeah, you can sign up for a fixed rate, and pay the same no matter the demand, but that is through your retailer (ATCO, Enmax, etc). But the pool price, what you would get on a floating rate plan, does vary hour over hour.
