Allensworth did follow the official rule for serve reset, it's just a sketchy situation to give Bonzi another full crack at a 1st on match point, right after he had already failed to land a 1st. Neither unhinged Meddy nor the drunk crowd knows this, so Allensworth just sits there and lets the frenzy build for an insane amount of time.
He could have slapped Meddy with a code violation but that probably would have just made things worse. Maybe he gets on the mic and explains that it's the rule and he cannot deviate, or maybe the tourney director says something?

Allensworth made the right decision by awarding Bonzi a first serve, it wasn't Bonzi's fault that the cameraman ventured on court when he did. Allensworth then sat like a bump on a log allowing Medvedev to abuse him, incite the crowd, and just carry on like a 4 year old having a temper tantrum. Allensworth was well within his right to give Medvedev a code violation and warn him that a point penalty and match default would happen if he didn't settle down. An umpire worth his salt would have come to that decision, but since Allensworth is a joke of an umpire, he let the situation escalate and also let Medvedev get away with terrile behavior.
Fortunately, a just result in the end with Bonzi winning the match.
