LOL, no. I can show you a hundred spots quack grass has grown right through my landscape fabric as if it were toilet paper. Like I said, if you dig deep enough, which I assume your xeriscaped yard did, there is nowhere for the weeds to come from. That's why you don't have weeds, not because of some clearly penetrable barrier.
By hold in place I meant more of a separation on flat ground. Like, if you want to not have your soil mix with your mulch.
Strong weeds can grow through most things, certainly some flimsy woven "commercial" plastic tarp. I just rebuilt some garden beds, and they had made their own channels through the cedar and PT spruce. This time I lined them with the harder plastic edging, I hope that works. Next time is galvanized metal...
