I have a question / observation about air bags - Are the air bag systems on cars nowadays being designed to deploy on even low impact crashes?

Over the past 4-5 months, I have driven past at least 4 or 5 seemingly minor incidents on low speed roads (like 50 km/h or 60 km/h max) where the driver side air bags were deployed. One involved a car ran over some temp construction signs on 37 St SW, another one with a single vehicle on the Nose Hill & Country Hills intersection, and the third one even stranger - a car rear-ended a pickup going uphill!!

Can someone explain is it that easy to pop the air bag?
