-Try to talk to the parents in a respectful manner. Make them aware of specific instances of their childs behaviour.
-Most reasonable parents should understand your concern and be concerned about their childs behaviour. Im hoping that they neighbour assumed the kids were rough playing or something similar and not the 4 year old straight out assaulting the younger child.
-If the parents of the 4 year old are crazy and think its ok what their child is doing then you have a problem.
-If you call the police or child and family services then youre going to have a crazy neighbour who is going to have it out for you. The last thing you want to do is start a battle with your next door neighbour. That will never end well. Id rather have a huge fence a neighbour I never talk to rather than a crazy neighbour who has it out for me.

Youve got to stand your ground but balance that with having a crazy neighbour. If both families live there for the next 10 years the families and kids will have to somehow co-exist.
