Not sure about cost savings, but stuff like this doesn't seem like it will incentivize good driving behaviours. When money is the only thing people care about, it seems odd to abandon that tool.

Does that bold bit also apply to cyclists and pedestrians hit by drivers? Because that's usually a lot more serious than vehicle damage. And if so, is that even Charter compliant?
