He technically could be not lying... he just needs to launch a ship that is pointed at Mars. The ship does not need to make it out of Earth's orbit or actually arrive at Mars.
As long as he gets enough government funding, and deregulation, he could meet his timelines in a reckless and wasteful way.
If the ship blows up then he won't have to answer any questions about the "robot" sitting in the pilot's seat not doing anything.
