Like @SuperMatt18 said, Andersson is a good #2 D. He isn't a superstar or "elite" but he is good and he definitely plays better with a stronger partner. (To be fair, I think most D play better with a better partner.)
What makes Andersson so valuable though is that he is a RHS D and there is a shortage of top 4 RD in the league. On top of that shortage of RD, most teams that have a good one locked up are not willing to move them.
That is where I think Andersson's value gets inflated beyond what an equivalent LD would get.
