I'm sure that somebody, somewhere, must have done a deep dive on it; but I seem to remember that stickwork was becoming a big problem in some European leagues once fighting was cut way down.
I think that the scheduled fights, or fighting to change the dynamic of a game, should be taken out of the game completely. If you can't change momentum through skill, your team is just not good enough.
There might be something to self policing the idiots, though.
I know an enforcer that played up through junior and then into semi-pro, and now into his 40s, he's a bit of a nice guy mess. He still acts as an neighborhood enforcer, keeping some rougher types in line, but that's both sad and fascinating that it happens.
