I'm pretty sure the fentanyl lie is more a remnant of when he first started this, and was using some ancient law that allows the president to impose tariffs if there is an external threat or something. So Fentanyl allowed him to get away with it. But at this point, he's obviously gone so far from that with other countries, and congress doesn't seem to care that he's taken their powers, it is kinda weird he keeps mentioning it. At this point it just feels like a mental glitch, a remnant of a past rationalization he no longer needs, but probably just loves the sound of now.
