Yep, pretty stupid. That's one of the survey questions - should it be per user or per boat.

Invasive mussels are a big problem, I don't dispute that, but this isn't going to solve anything it's just going to raise funds.
Would be interested to know how many invasive species are travelling via canoe/kayak/SUP/raft vs motorized boat.
