Thats not a very fair comment, imo, and likely born of a handful of fans that are a little incessant about tanking on here. For starters, the number one reason is that GMs get fired as teams trend down, so very few GM's are going to actively get worse even if the writing is on the wall.
They almost always fight to get better and put their team behind the eight ball with life preserving, desperate moves until they get fired. Add to that, many ownership groups can't stomach the idea of getting worse, and often have the same mentality as GM's in cutting bait only when the team is old and out of the playoffs multiple years.
