But this is where sports leagues leverage fans being addicts to their leagues to refuse to change. Same with poor officiating, why change if the money keeps growing? Change is usually expensive, status quo is not.

Yeah and the league wants these teams to spend on players in reality. They want to be the best league in the world and have all the best players in the world, even if it means some teams are spending way more than others.
Having stars and big TV deals is more important to the bottom line than the bottom half of the table having a fair shot to win.
