Whereas clubs like City have blatantly cheated, Chelsea (in the post-Roman era) have looked for (and found) loopholes to exploit. If you want them to get punished ... don't hold your breath.

The clubs that have the money and the mega rich owners hire the lawyers and find ways to flaunt the laws, it's just like rich people and taxes.
I just really want to see the leagues clamp down on the abuse of the loan and transfer systems and multi club ownership. If a club can't carry more than 25-ish senior players alot of their shenanigans will be put to bed. They will have to limit their transfer dealings and other clubs will have better players available to them. No more hoarding.
Though they are still really abusing the youth system.... all their "made in Cobham" BS... they just go around poaching other clubs youth players. They just signed Jesse Derry from Palace's academy, second one they've poached in the last year or so. They will be claiming they developed him next year. But at least when those players hit 18 or so if there are outgoing loan limits they will have to permanently move them on or play them.
