I don't think the civil suit settlement can be interpreted that way though. There were players named in the suit that were never charged and at least one who wasn't even there. It was a pretty major indictment on Hockey Canada though to not even bother checking the evidence and defaulting to just accepting the allegations to try and bury it quickly.
