Fallout universe never invented the microchip. So they continued to use vacuum tube technology, meaning everything remained big and bulky, and super resource intensive. Hence running out of oil, and the nuclear war starting.
Similarly, Star Wars is long long ago, so their tech isn't as advanced as ours.
