Well, I think in the majority of cases, the person doing the driving would have to be stipulated. I would think in this case, the person can certainly buy the vehicle and insure it and register it, but I am sure there are special procedures and I suspect those procedures vary by province.
So I really think the first thing to do, would be phone vehicle registries in Alberta and get some advice and direction from the people there. I don't know the number, but I would think it could be found on the Alberta Government site, under the appropriate Ministry and probably e-mail contacts would be there as well.
