Growing up, the knives I liked the most were folding and my favourites were Swiss army (not fixed) and Buck (locking).
I'm not sure if fixed blade makes sense for whittling because I've never tried it. I've always used folding.
Also, a $20-30 wood chisel set might be worth looking into, but I admit I now use it more for carving the outside of jack o lanterns than whittling.
