One of the interesting parts of blanket rezoning is that the development still needs to comply with all the other policy around land-use, and there is a lot of that. Just because your house is zoned for a townhouse, doesn't mean you get one by right. In many neighborhoods, a townhouse - especially a mid block one - could be overturned at the subdivision appeal board. But the onus is on the neighbor to take it there.

From that perspective, doing r-cg zoning via LAPs or blanket rezoning within specific neighborhoods would have been lot more fair and less controversial.

It's also worth noting that with the runup in land prices and falling condo prices (a trend that will continue due to overbuilding apartments with government financing), the window to build townhouses has closed in a lot of neighborhoods. Townhouses are not a very desirable product for most people (especially the mid block ones) and the market is clearly signalling the land is better used to develop a duplex. For most people it will make sense to rent in Calgary until theyre ready to buy a duplex or detached house.
