1. Cavalry
2. Halifax
3. Forge
4. Ottawa
Then the rest are weak/life support?

Hard to say exactly, but here are some attendance figures, not including this past week:
A big caveat for Valour is their 11k afternoon school game, which I think is a great idea, but it inflates their average somewhat. Forge also had a big one, but their attendance is admittedly strong with or without the school game.
But I would agree with your assessment of the four "stable" teams, even if it is just my personal perception. I have long spoken against CFL stadiums as suitable for soccer, but credit where due, Forge and Ottawa have made it work.
Despite a promising start and a nice little stadium, Pacific is declining. Could be the Langford vs. Victoria issue... York is a disaster and always has been. Valour and Vancouver just don't seem to have captured people's attention.
I have no idea how deep the pockets of each owner are, or more importantly, their tolerance. But seeing such empty stands in some cities is disheartening. I do have some serious concerns about the next few years and whether the league will make it long after the World Cup bump in interest, when/if it happens.
