I've had a few "quota-type" tickets in my time as well. Fairly recently I received a ticket for going through an amber light. It was like $160 or something like that. The conditions were extremely icy and I tried to brake, but I figured I was at the point of no return. Add to that, there were no other cars or pedestrians in the area (except for the police as it was right in front of the station).

I could see if the light actually turned red while I was going through, but it didn't.
