Canadian university has changed completely since the scholarship program was introduced. Almost every player now is ex CHL. I guess in that sense they are not developing players at a young age but the overall talent level is certainly higher than it was. Players are older, bigger, and stronger.

There is a lot of flaws with the scholarship program, specifically that is it a capped scholarship.
