I thought it was reported that the new CBA is getting rid of deferred salary.

As of right now, all a player has to do is list their primary residence as a no-state tax state and then negotiate for a signing bonus heavy pay out. The only teams this is a disadvantage for are the poor or cheap teams.

Tavares already had a big victory when CRA didn't provide documents to support their case. CRA hasn't said yet whether they will appeal, but if they don't, then Tavares wins.
