Flames got Horak and some picks, a few days before Erixon would've gone into the draft again.

Don't really think that was the case. Feaster did hint he believed there was something going on, but unless they have some physical evidence, a tampering investigation wasn't going to go anywhere.
If Erixon didn't sign with the Flames, Calgary would have gotten the 23rd pick in the 2nd round as compensation. So a minimum trade value was set.
The Rangers gave an additional 2nd round pick because there was some talk that Erixon could go top 10 in the 1st because he boosted his value playing well in the World Championships that year. Rangers 1st round pick that year was 15th.OA. By paying the additional 2nd they could keep their 15th OA (used on JT Miller) and guarantee Erixon would be theirs.
Horak was kind of throw in, but the Flames also gave up a 5th round pick in the trade.
