for sure he was a C at just about the stackiest time to be a C in league history, on the other hand he was not only never a first or 2nd team all star, he only got votes 4 times - highest he finished 4th (with 8 votes and Guy Chouinard was 3rd- this was before 99 was in the league) then his other years with votes he finished 6th (2 votes tied wtih Bobby Smith ), 5th (this might be his most impressive showing- 15 votes- behind Nilsson but ahead of Stastny) and one last time where he finished 6th with 2 votes- sandwiched between ageing Perreault and Dionne
he was just never as you point out elite, combined with (I don't always agree with it) a HOF emphasis on cups or winning if you aren't an elite and he didn't do that either
