Perhaps.
But I think when you have a bunch of GMs and scouts together for a few days and socializing in groups, you probably hear a lot more chatter and engage in informal conversations that could lay the groundwork for draft day deals. In general, I think less siloing leads to more action. That's why you see more trade rumours come out right after in person GM meetings as well.
