I wasn’t aware that is what we were talking about. While a flawed statistic, plus/minus has never been touted as a measure of defensive ability. The greatest plus/minus in the history of the game was posted by Bobby Orr, and not because he was the greatest defensive defenseman of all time. You get a plus when your team scores.
Anyway minus 38 doesn’t help the trade value for Rasmus and reflects that he had a sub par year for him. It doesn’t tell the whole story of course and it’s pretty obvious he will be highly coveted.
To answer your question, certainly Rasmus is better defensively than Bouchard.
