It's not completely that they don't have the cash, it's that they started limiting cash at some branches to $1,500 per withdrawal if you just show up. If you want stacks, you just have to "order it" and it can take 3-5 business days.
I've also run into the same thing before when I went to a bank to get some foreign currency. My wife was with me so we did half from my account, then half from hers. I don't remember the limit. I want to say we wanted $500 USD and this specific branch rarely deals with foreign cash, so would only do $300 USD max if I had not previously called the branch to order it.
The slightly funny thing is, you can sorta bypass the cash limit at a branch by going the ATM, then the teller. I believe you can do the same thing by going to multiple branches (unless they've changed the rules).
So it's not completely that you cannot get cash you need if you just show up one day. You just cannot get stacks of cash from a single branch if you just show up out of the blue. You need to let a branch know and give them a few days to accumulate it.
