I always used to think it would be awesome to have a canadian QB, but the rule is that QB is actually exempt from the ratio (the rule actually states you can have x number of imports, x number of non, and 3 QB).
So you might as well get the best QB available; as far as the CFL goes, I don't think it would be Palmer.
