Of course it's not illegal, the numbers come from actual CRA filings so it's not like they're trying to hide it and CRA is clearly aware.
What should be looked at is 50/50 licensing rules as per the AGLC as all 50/50 raffles require a gaming license. The limitations on use of proceeds is very strict and the Oilers Foundation is in clear violation and the license should be revoked if AGLC were to investigate. But AGLC owns Play Alberta so AGLC will always turn a blind eye. If a youth sports team held raffles and used money like the Oilers Foundation, they would lose their license immediately and face a criminal investigation (as per the AGLC).
The only reason that more money isn't paid out to charities is because the Oilers and the people running it are giant pieces of **** and allowed to because they're already in bed with the AGLC.
