We know NHL GM's are constantly bending the rules, negotiating extensions early, tampering etc.
You'd think there would be an advantage to using this time to better your club while others are focusing on their playoff runs and waiting to see how things play out for them.
That's exactly it. I don't think GMs wait to do anything. I'm guessing they chat as normal, make deals as normal, finalize all paperwork as needed, but they just hold off on any announcements until after the finals.
