I bet if you went to the round table at the start of the Trilogy. Palpatine wasn't even mentioned or in the script. They were counting on Ren to be the big bad by killing Snoke and enslaving the Galaxy.
Instead we got 2 hours of really bad fan service, with Palpatine being absolutely trashed. We got one of the dumbest space battles with even more fan service. Look there's Wedge, oh wait its the Ghost. We got a weak redemption story for Ren, and They blew off have the stories from the previous movie and paid one well known actress a ton of money to not show up for filming except for a 3 minute scene.
It was written as a fan service to Dark Empire, Mad Magazine and a AI based Star Wars Meme Generator.
Rise of Skywalker was a reaction to Rian the rogue director of Last Jedi.

Yes. I've said it a million times and I'll keep saying it.
"But it didn't have to be."
Look. Across the street from Lucasfilm there is this pokey little studio called Marvel.
Now. What makes this little studio of plucky underdogs so special? Well you see...they planned out a 20 year timeline with, what 18 films? And stitched them all together.
Star Wars couldnt even pump out a coherent Trilogy because they had no framework, no plan, they just let everyone do whatever and let come what may.
Thats. On. Them.
