What is the issue when the pump isn't working and what are you checking at the water tank that you can do with binoculars? That the tank isn't full/low water? Or something else? What are you actually looking at with the binoculars that you're having mixed results for?

If it's the amount of water in the tank, what about a bobber type of thing inside the tank attached to a fibre glass stick with a flag. Depending on the water levels inside the tank, how high or low the flag is, or if the stick was color coded, could that answer your question?

If it's flow, could you do something similar with a flag where the water comes in and determine via a vertical vs angled flag?

I wonder if you could try to figure out some low tech option and other sensor options before a random camera option? Even with a camera, would potentially need to know what you're trying to monitor as part of the suggestion?

If I'm completely wrong in what a cow water tank is and suggesting completely dumb things, I apologize in advance.
