Well, no, he sacrificed a bunch of what I understand to be quasi-zombies in stormtrooper armor (?) so that he could return to the galaxy from a decades-long exile, and whether those Jedi died in the process or were simply left behind made no difference to him. That is very Thrawn to me - do the math, figure out the possible outcomes and arrange things such that no matter the outcome, you're still in the black and your primary goal is achieved.
I think he'd be great if not for the generally "yes I can tell this is based on a cartoon" tone of the whole show. You could easily put that character into a series with Andor's tone without really having to modify him much at all and it would work.
And they need a character like that; the Empire is too self-destructive sometimes and it becomes a bit one-note. There was no reason Partagaz had to die, just because Jung turned out to be a traitor and he didn't see it, nor does it accomplish anything to imprison Dedra - just direct their energies to where they can serve a purpose.
