It takes 30 seconds before it begins to fill and then it fills up normally. I'll check the water input value - I'm pretty sure it's fully open but maybe that's an issue. This make me think maybe the input hose is the issue too. Just so odd that it works in the end - you'd think if there was a clog or something it would be binary; it would work or it wouldn't work, not work with a delay.

It is a weird question about a toilet! I've never seen or heard of this problem before. Phrasing I suppose.
