Thinking Alberta is comparable to Vietnam when it comes to corruption is incredibly naive. You clearly have no idea what day-to-day corruption is like in much of the world. It means in most interactions with an official - getting a permit, getting utilities hooked up, being assessed a fine or traffic ticket, accessing insurance - you’re expected to bribe the official you’re dealing with. No bribe, no service. Big bribe, faster service.

Transparency International scores Vietnam at 40 (higher is better) in the global corruption index, and the 88th least corrupt country in the world. Canada scores a 75 and ranks 15th for least corruption. The difference is night and day.

I assume you’re just spitballing and aren’t seriously considering moving to Vietnam. Because if you were serious, you certainly wouldn’t want to rely on your experiences as a tourist to inform your decision.
