My take at the time was the Sutter was initially very effective with players he knew from his time coaching in SJ. He went to that well a number of times IIRC. Kipper being the prime example.
As time passed, his personal familiarity with players outside the org declined, and his late acquisitions of old guys (Nolan, Amonte) was the direct result of him remembering them from their primes.
Then of course he got fleeced by Burke in the Phaneuf trade and everyone with PTSD from the Gilmour deal saw exactly where we were headed.
