are you sure about the bolded? The manslaughter charge seems like it had more to do with his psychosis and illegal drug addled state and not to avoid a trial. It doesn't seem that the crown prosecutors chose the lesser charge just because.
I'll agree it doesn't seem fair, only 15 years, but hopefully his refusal to take medication and follow treatment will give them a chance to lock him up longer.
