I'm afraid it's you that doesn't understand the crosswalk rules. Drivers may proceed from a stop after the pedestrian has crossed their lane and they do not need to wait until the pedestrian has reached the other side. This interpretation has been proven out in court.
R v Schumacher, 2014 ABQB 571 If there is no interference with the pedestrian's right of way (that is, the forward progression of the pedestrian through the crosswalk), then car did yield and lawfully proceed. Yes, there's that one Globe & Mail article, and the interpretation of the law in Alberta as stated in that article is wrong.
