Funnily enough, Ben Mulroney and Justin Trudeau are apparently really good friends. Which makes sense because they are only 4 years apart and would have been in a lot of the same circles growing up in Ottawa. There are a few pictures of them online hanging out as young adults and they looked close. He was also a noted guest at Justin Trudeau's wedding.

There is a pipeline to Ontario already but it goes through the US since that is an easier route to get to the population centers and avoid Canada shield. Edmonton to Wisconsin; Wisconsin to Sarnia, Ontario. There is also a pipeline that goes from Sarnia to Montreal.
I'm not an oil guy - but I assume they'd want more volume to go through than possible rather than just figuring out how to extend from Montreal to New Brunswick assuming oil tankers can't get all the way to Montreal from the Ocean. And obviously would prefer to bypass the US for security - although a lot more expensive to go that route. There are refineries in both Sarnia and Montreal
