Your definitely correct about this but I will expand on that certain cultures try and leave no stone unturned when it comes to getting their family members help that is required. It's a family level situation to try and get the concerns under control for the benefit of the individual. People slip threw the cracks for sure but there is a higher emphasis on really trying to get to the bottom of the problem and that sometimes is through forced measures.
