I'm guessing that middle age is 40-60 in this scenario. In that case, it's really not that hard to find people in this range making $20/h, or less. Many people have been downsized or had to find a new job, and these days the primary drivers for hiring are who you know, your race, your age, and your social media presence. Experience and ability come second.
I can throw a dart and find people in this situation, but they sure as hell don't advertise it, due to shame.
