By your logic, every GM before the salary cap sucked? Holland was the GM for the Red Wings in 2007-08 two years after the cap. They went on to make the playoffs another 8 years straight after that.

Yeah E=NG, and yeah in the last 5-6 seasons his philosophy has not built good teams, but the results are the results. 3 Stanley Cups is rare air no matter the context.
